State Farm’s Kinsey, PEMCO’s Lee to share 2025 leadership of HLDI Board
March 5, 2025

Jeff Kinsey, assistant vice president and actuary at State Farm Insurance Companies, has been re-elected chair of the Highway Loss Data Institute’s Board of Directors. Kinsey will remain at the helm until July, when Dawn Lee, chief product and underwriting officer at PEMCO Mutual Insurance Company, will become chair for the rest of 2025.
“It’s been a privilege serving as the chair of the Board and helping HLDI with progress on the bold 30x30 initiative — a goal of a 30% reduction in fatalities by 2030,” Kinsey said. “I’m excited to continue in my role this year, partnering with Dawn Lee as she transitions from vice chair to chair later in the year.”
“Being elected chair of the HLDI Board of Directors is an honor,” Lee said. “I’m grateful to be part of IIHS-HLDI, given the impactful work these organizations do, and I’m thankful for Jeff Kinsey’s leadership. I look forward to working with him and the IIHS-HLDI team to make 30x30 a reality.”
“I want to thank Jeff for his continuation as Board chair through June and am delighted to welcome Dawn to the role beginning in July,” said David Harkey, president of HLDI and the Insurance Institute for Highway Safety. “Their knowledge and expertise will serve us well as we seek to keep our members informed about road safety risks and losses during a time of rapid changes in the industry.”
Lee will serve as vice chair for the first half of the year. Robert Harrington, corporate data officer at Erie Insurance Group, will become vice chair in July.
